Four things a document can settle, and three it cannot
All ten of these operators carry a number that resolves in a public register, though one of them prints it nowhere itself. That establishes something real and much narrower than the word safe. Here is the line between what reading a document proves and what only paying out proves.

The question, and why most answers to it are worthless
Is it safe is asked about a specific operator and answered, almost everywhere, with a rating out of ten. Ratings of that kind are assembled from bonus size, game count, interface quality and a payout timing nobody timed. Of the 4 things a reader is really asking about, such a score touches roughly none.
What can be settled by reading is narrow, checkable and worth more than a number out of ten. What cannot be settled by reading is stated below as plainly as possible, because the second list is where money is actually lost.
What a document settles
Whether a real entity stands behind the brand. All ten name an operating company. Rocketpot names Danneskjold Ventures B.V., Bitcasino.io names Moon Technologies B.V., DuckDice names Zentari Limitada, and so on down the table. Two of the ten name the same company as each other, which is the sort of thing a comparison hides unless it looks. That pair is examined in one company, several brands.
Whether the permission exists. All ten have a number, and each of those numbers opens an entry in the register of the body that issued it. Nine are printed by the operators themselves; the tenth, at the paid partner of this site, appears nowhere in its own material and had to be searched for in the register on the domain. Every number, and what an offshore permission is not, sits in licence numbers.
What the operator has reserved the right to demand. Three publish a threshold with an amount. Seven publish a rule that lets them ask whenever they judge it necessary. Both are facts about the document rather than opinions about the company.
How old the promise is. Rocketpot’s terms date themselves to April 2021, five years before they were read for this site. A player accepting them today is accepting a document nobody has revised in that time. Freshness is visible on the page itself, and almost nobody checks it.
What a document cannot settle
Whether a withdrawal is paid. No register audits payouts. No clause obliges an operator to be good at its job. A permission number and a broken cashier can coexist indefinitely, and reading cannot tell them apart.
How long a document review takes. Vave gives a player 14 days to supply what was asked for, in clause 8.7. Nothing in the ten documents puts a limit on the operator’s side of the same exchange, which is the half that decides how long a balance sits still.
Whether support answers. Unmeasurable from outside, and this site does not guess at it.
Those three gaps are not a flaw in the method. They are the method’s edge, and pretending otherwise would make everything on the other side of the line worth less.
Provably fair answers a different question
DuckDice, Metaspins and Rainbet publish provably fair games. The mechanism is genuine: the outcome of a round can be recomputed by the player from a seed revealed afterwards, and a mismatch is demonstrable.
What it covers is the deal, not the exit. A round can be perfectly verifiable and the balance it produced can still meet a discretionary check, a ceiling and a document request on the way out. Seven of these ten publish no such games at all, and among the three that do, none of them has thereby made a statement about withdrawals.
Two clauses worth reading before a first deposit
The DuckDice privacy policy grants the right to have personal data removed or restricted, and adds in the same passage that exercising it may terminate the account. Deletion and balance are tied together.
The same operator’s responsible-gambling policy states that an account created by an underage person is permanently blocked, available winnings are forfeited and the contact details go on a black list. Age at these operators is not checked at the door. It is settled afterwards, by confiscation, which is a considerably harsher arrangement than a birth-date field would suggest.
Neither clause is unusual for the market. Both are invisible unless the document is opened.
The honest summary
An operator here can be shown to exist, to hold a permission that resolves, and to have written down what it may ask of an account. That is a floor, and a real one.
